The study evaluates its influence on public finances, market competition, and social fairness. It also emphasizes that, under certain conditions, such economic activity may function as a temporary support mechanism for vulnerable groups. The paper concludes by offering practical recommendations aimed at reducing its scale and facilitating its gradual integration into the formal economy.
